Government doesn't buy innovation. It buys certainty.

I was on a call last week with one of my clients in Northern California. This client is a CBO trying to sell a genuinely innovative approach to their county. The approach tackles housing and homelessness.

Their pitch kept leading with impact. Look how much better this works. Look at the outcomes. Look at the model.

And that pitch was their mistake.

My response was "Stop selling the model. Sell them certainty instead."

Don't tell the county your approach is brilliant. Tell them your approach doesn't add risk to their portfolio. Better yet, tell them it might actually reduce their exposure. Frame it around liability, around media risk, around the fact that nothing about this makes their job harder or more exposed.

They looked confused at first. "But we want them to see how good our model is."

I get it. But that's not what government actually wants to hear. Not first, anyway.

Here's what I learned sitting in government offices for years: the bar for success in the public sector isn't excellence or innovation. It's non-failure. If a program doesn't blow up, doesn't get sued, doesn't trigger a PRA (Public Records Act) nightmare or bad press, that's already a win. Real success, actual impact and progress, that's a bonus. A nice one. But the floor is often just: don't fail us.

That fear runs deep. It's rational. I've been there. And, I get it.

Here's where the Triangle framework actually explains what's happening.

Trust and Power. Government holds the power to approve or reject. But trust between government and community institutions has eroded. And part of that erosion is because failure, when it happens, gets weaponized. A failed pilot doesn't stay a failed pilot. It becomes evidence that government can't manage money, can't oversee contractors, can't protect the public. So trust collapses not just in that program but in government's capacity broadly. That means one failure threatens the legitimacy of the whole system.

Clarity and Focus. When you're terrified of failure, clarity becomes impossible. You can't focus on what the work actually needs because you're managing backwards from catastrophe. Every decision gets filtered through: what's the worst that could happen? What's our exposure? That's not decision-making. That's defensive posturing. It makes government slow and rigid because rigid is safer than responsive.

Tradeoffs and Courage. Here's the hard part. Advancing real innovation requires accepting some risk. It requires saying, "We're going to try something, we might learn things, and we're going to be honest about that." But that takes courage and courage requires trust. And, that trust is pretty thin now. So instead, government retreats to what's already proven. Which means nothing new gets tried. Which means outcomes don't improve. Which means trust erodes further.

The cost of this trap is enormous. CBOs, companies, think tanks, have better ideas. Communities know what they need. But those ideas die in county boardrooms not because they're bad but because the institutional fear is too thick. Government isn't being obstructionist for fun. It's trapped in a double bind: the only way to prove you can innovate is to take a risk, but taking a risk is exactly what your legitimacy can't afford.

It's a trap.

I lived in that trap for years. I sat in those meetings. I watched brilliant ideas die. And I understood it even as I found it frustrating.

So what do you do if you're trying to move something through in government?

You don't fight that fear. You work with it. You acknowledge it. You say: "Here's how we reduce your risk. Here's how we make this safe. Here's how you can get out if this did not work"

That's not selling out your model's value. It's speaking the language of the decision-maker. It's meeting them where the actual constraint is.

The county will evaluate outcomes eventually. But first, they need to believe nothing's going to burn down.

One Big Idea:

Government success and innovation success are currently at odds. Until we rebuild trust, the safest pitch is the one that promises risk mitigation, not innovation.

Who sits at the table when a county is deciding whether to try something new? Are the people most affected by the current approach part of that conversation, or just the people most afraid of change?

If you're pitching government, lead with how your approach mitigates their risk, or at minimum doesn't add to their risk profile. Then talk about the innovative part.
