The Secret Sauce Behind Programs with Real Community Impact: 3 Key Ingredients

Most climate, equity, and economic development programs start with good intentions.

They have clear targets, strong language, and ambitious timelines:

—> Reduce emissions by 15%. Create 5,000 jobs. Build “resilient” communities.

And still, many underperform.

Not because people don’t care. But because something essential is missing.

In a recent talk, I shared stories from my time at California Air Resources Board (CARB), California Interagency Council on Homelessness, and the California Governor’s Office.

I discussed what was missing, and introduced three ingredients of every successful program:

• Clarity

• Trust and power balances

• Trade-Offs

Looking back, most struggling programs share the same gaps:

1. Clarity (Beyond Slogans)

Not just “What are our goals?” But: What exactly are we prioritizing (and what are we not)?

2. Trade-offs (The Part We Avoid)

Trying to please everyone usually means pleasing no one.
Real impact requires saying no. And risking discomfort.

3. Trust (Built, Not Declared)

Trust grows gradually. Start building it before you need it.

When these three align, programs gain momentum. When they don’t, they drift. All of this depends on an adaptive engine: An organization, team, or community that learns, adapts, and evolves.

Providing community benefits through programs and policies do not come from ambition alone. They come from aligning clarity, trade-offs, and trust on purpose.
